TL;DR (30 seconds)
- All vehicles pay tolls in Norway. You can use a toll tag (AutoPASS) or go tag-less via Epass24 (you’ll still be invoiced).
- Best for campervans (M1): Get a tag + agreement → 20% toll discount and correct Rate Group 1 classification (even if your motorhome is >3,500 kg).
- Tag-less: Register at Epass24 to get billed automatically; no discounts, but simple. Some countries incur a lookup fee unless you register.
- Ferries: From 1 Jan 2025, ferry cards are gone. Pay with AutoPASS for ferry (10% tag discount or 40–50% with prepayment), FerryPay (no invoice fee), or card on board.
- Cities: Some have environment-differentiated tolls (fuel/Euro class). Register your vehicle data to avoid being charged the highest rate.
How Norwegian tolls work in 2025
Norway uses automatic tolling (DSRC tag readers + license-plate cameras). You’re charged each time you pass a toll point (city rings, bridges/tunnels, and project roads). No vignette is required — it’s per-pass charging. (General system overview.)
Rate groups (why this matters for motorhomes)
- Rate Group 1: Vehicles ≤3,500 kg and all M1 vehicles (passenger cars — most motorhomes/campervans are M1). For M1 vehicles over 3,500 kg, you must have a tag + agreement to be included in Rate Group 1. Otherwise you fall into Group 2.
- Rate Group 2: Vehicles >3,500 kg (except M1 with tag + agreement as above). Commercial heavy vehicles must have a tag.
Discounts
With a valid user agreement + tag, Rate Group 1 vehicles get ~20% discount on most tolls. Zero-emission vehicles can get additional local discounts/exemptions (varies by project).
Environment-differentiated tolls
In places like Oslo, Bergen, and Kristiansand, tolls vary by fuel/Euro class (diesel, petrol, plug-in hybrid, EV). If your environmental data isn’t registered, you’ll be charged the highest rate — so register it (with your provider if you have a tag, or via AutoPASS’s portal if you don’t).
Note on “Zero-Emission Zones”: Oslo has discussed a future ZEZ, but as of now implementation required national legal changes; keep an eye on local updates. Meanwhile, environment-differentiated tolls (not bans) are active.
Tag vs. Epass24 (which should you choose?)
Option A — AutoPASS tag + user agreement (recommended for campervans/M1):
- Pros: 20% discount; ensures M1 >3,500 kg is billed as Rate Group 1; some EV perks; simpler dispute handling.
- Cons: Requires ordering a tag in advance from a toll service provider (can’t pick up at the border for light vehicles).
Option B — Tag-less via Epass24:
- Pros: Nothing to mount; invoices sent automatically to your home address; simple web account.
- Cons: No tag discount; in some countries you’ll be charged a vehicle-register lookup fee on the invoice unless you create an account in advance (e.g., AT €14, DE €5.10, PL 47.40 PLN, ES €8.67 as of 1 May 2025).
| Option | What it is | Discounts | Best for | Notes |
|---|---|---|---|---|
| AutoPASS tag + user agreement | Physical transponder with a provider agreement | ~20% on most tolls; ensures M1 > 3,500 kg is billed as Rate Group 1. On ferries: 10% with tag only, or 40–50% with prepayment. | Most campervans and motorhomes, especially M1 above 3,500 kg | Register environmental data for correct city rates. Add the separate ferry prepayment agreement for the big ferry savings. |
| Epass24 (tag-less) | Plate recognition with online account for billing | No tag discount on tolls or ferries | Travelers who do not want a tag but want easy billing | Some countries add a vehicle-register lookup fee unless you register in advance. |
| FerryPay | Card-on-file payment for most ferries | No discount; avoids invoice fees | Occasional ferry users without a tag or prepayment | Works on ferries in the AutoPASS for ferry scheme; a few connections are excluded. |
A. Get a tag and agreement
- Pick an approved toll service provider and order a tag. AutoPASS
- Add vehicle details including fuel type and Euro class.
- Mount the tag on the windscreen. Your M1 motorhome above 3,500 kg will now be billed in Rate Group 1, and you receive the 20 percent light-vehicle discount on most tolls. AutoPASS
B. Add the ferry prepayment agreement
- Create an AutoPASS for ferry prepayment account and link your tag.
- Prepay the deposit to activate 40–50 percent ferry discounts. If you skip prepayment and only use the tag, you get about 10 percent on tag-enabled routes.
- Note that ferry cards are discontinued from 1 January 2025.
C. If you do not want a tag
- Register at Epass24 so invoices go to your account, and to avoid extra lookup fees charged in some countries when the operator has to query the national vehicle register. epass24.com
D. Using ferries without a discount
Register for FerryPay to charge your card at full price and avoid invoice fees by post.
Ferries in 2025: how to pay (and save)
From 1 January 2025, ferry cards are discontinued. Your options now:
- AutoPASS for ferry — Prepayment agreement: link your tag and deposit prepayment to get ~40–50% off most crossings. Biggest savings if you’ll take several ferries.
- AutoPASS-approved tag only: ~10% off without prepayment.
- FerryPay: register your vehicle + card; pay full price but avoid invoice fees entirely.
- Pay on board by card (SoftPay): ask the crew; also avoids invoice fee. If you do nothing, you’ll get a postal invoice with a NOK 35 fee.
Frequently asked questions
Do I need a tag to drive in Norway
No. You can drive without a tag and be invoiced automatically. A tag with a user agreement gives most light vehicles a 20 percent discount.
My motorhome is M1 and weighs 4,250 kg. Which rate group applies
With a tag and user agreement, M1 vehicles above 3,500 kg are billed in Rate Group 1. Without that setup you are billed as Rate Group 2.
Are tags mandatory for private motorhomes
The mandatory tag rule applies to heavy commercial vehicles over 3,500 kg. Private motorhomes are not covered by the commercial mandate.
What is the easiest way to avoid paper invoices on ferries
Use FerryPay for invoice-free full price or use a tag. Prepayment unlocks the big ferry discount.
How much ferry discount can I get
About 10 percent with tag only on tag-enabled routes, or 40–50 percent with the AutoPASS for ferry prepayment agreement.
I heard ferry cards were removed. Is that true
Yes. From 1 January 2025 ferry cards are not used in the scheme. License plate and tag solutions apply.
Do EVs pay tolls
EVs often get reduced tolls set by local projects. A tag can still add the 20 percent tag discount where applicable for Rate Group 1.
Will I get extra fees if I do nothing
If you are tag-less and unregistered, you can be charged a lookup fee in some countries when the operator queries the vehicle register to invoice you.
How do I appeal a wrong charge
Use the contact listed on your invoice. For light vehicles you appeal to the party that issued the invoice, typically your provider or the toll charger.
